Heidi O. Koenig

Heidi O. Koenig received her Ph.D. degree in public administration from Syracuse University. She also holds a combined J.D./M.A. from University of Nebraska-Lincoln. Her research interests include the impact of the courts on the public management of local governments, citizen participation and intergovernmental relations.
